Preheat the oven to 350°F (175°C). Bring a large pot of water to a boil. Carefully remove the leaves from the cabbage head and blanch them in the boiling water for 2-3 minutes. In a separate pan, sauté the onion, carrot, bell pepper, and garlic in olive oil until softened. Add the rice, tomato sauce, dried oregano, salt, and black pepper to the pan and cook for another 5 minutes. Place a spoonful of the rice mixture onto each cabbage leaf and roll them up tightly. Place the cabbage rolls in a baking dish and pour any remaining tomato sauce over them. Cover the dish with foil and bake for 45 minutes. Remove the foil and bake for an additional 15 minutes, or until the cabbage rolls are tender. Let the cabbage rolls rest for 10 minutes before serving. Enjoy!
