  5. Add the chopped tomatoes and bell pepper, and cook until softened.
  6. Stir in the tomato paste, hot water, salt, black pepper, and red pepper flakes.
  7. Bring the mixture to a boil.
  8. Add the rinsed bulgur and stir well.
  9. Reduce the heat to low, cover the pot, and let it simmer for about 15-20 minutes or until the bulgur is cooked and the liquid is absorbed.
  10. Remove the pot from the heat and let it rest for 10 minutes.
  11. Fluff the bulgur pilav with a fork and stir in the fresh parsley and lemon juice.
