  1. Preheat the oven to 450°F (230°C).
  2. Place the red bell peppers on a baking sheet and roast for 20-25 minutes, until the skins are charred and blistered.
  3. Remove the peppers from the oven and let them cool. Once cooled, remove the skins, seeds, and stems.
  4. In a blender or food processor, combine the roasted peppers, olive oil, garlic cloves, red wine vinegar, honey, salt, and black pepper. Blend until smooth.
  5. Transfer the mixture to a jar or container and refrigerate for at least 1 hour before serving.
  6. Serve as a spread on bread or crackers, or as a relish for grilled meats or vegetables.
