In a large saucepan, sauté the onion, garlic, and jalapeno pepper in olive oil until softened.

Add the black-eyed peas, cumin powder, paprika, salt, and water to the saucepan.

Bring the mixture to a boil, then reduce the heat and simmer for 20 minutes.

Remove from heat and let it cool slightly.

Transfer the mixture to a food processor and blend until smooth.

Stir in lime juice and fresh cilantro.

Serve the dip with tortilla chips or vegetable sticks.
