  2. Heat vegetable oil in a large pan over medium heat.
  3. Add chopped onion and garlic to the pan and sauté until they turn golden brown.
  4. Add chopped red bell pepper, green beans, carrot, and green chilies to the pan. Stir-fry for 2-3 minutes.
  5. Add turmeric powder, cumin powder, red chili powder, and salt to the pan. Mix well.
  6. Add rinsed basmati rice to the pan and stir-fry for 2 minutes.
  7. Add water to the pan and bring it to a boil.
  8. Reduce the heat to low, cover the pan, and let it simmer for 15-20 minutes or until the rice is cooked and the water is absorbed.
  9. Remove the pan from heat and let it rest for 5 minutes.
  10. Fluff the rice with a fork and garnish with chopped cilantro.
  11. Serve hot.
