  1. In a large pot, combine the black-eyed peas and vegetable broth. Bring to a boil over high heat, then reduce the heat to low and simmer for 30 minutes.
  2. In the meantime, chop the onion, celery, bell pepper, and garlic.
  3. After 30 minutes, add the chopped vegetables, dried thyme, smoked paprika, and cayenne pepper to the pot. Stir well and continue to simmer for another 10 minutes.
  4. Add the rice, salt, and black pepper to the pot. Stir again, cover, and simmer for 15 minutes or until the rice is cooked.
  5. While the soup is simmering, chop the green onions and parsley.
  6. Remove the pot from the heat and let it rest for 10 minutes.
  7. Serve the soup hot, garnished with chopped green onions, parsley, and lemon wedges.
