Preheat the oven to 350°F (175°C).

In a food processor, blend the cashews and nutritional yeast until they form a fine powder.

In a medium saucepan, combine the tomato sauce, diced tomatoes, chili powder, cumin, garlic powder, onion powder, salt, and cayenne pepper. Cook over medium heat for 5 minutes, stirring occasionally.

Add the cashew mixture to the saucepan and stir until well combined. Cook for another 5 minutes.

Transfer the mixture to an oven-safe dish and bake for 15 minutes.

Remove from the oven and let it rest for 5 minutes.

Garnish with green onions, cilantro, and jalapeno pepper. Serve hot with tortilla chips.
