Cook the noodles according to package instructions. Drain and rinse with cold water.

Julienne the cucumber, carrot, red bell pepper, and spring onion.

In a small bowl, whisk together sesame oil, soy sauce, rice vinegar, honey, minced garlic, minced ginger, chili flakes, salt, and pepper.

In a large mixing bowl, combine the cooked noodles, julienned vegetables, and the dressing. Toss well to coat.

Cover the bowl and refrigerate for at least 30 minutes to allow the flavors to meld.
