Preheat the oven to 350°F (175°C).

In a large bowl, mix together the whole wheat flour, almond flour, coconut sugar, baking powder, and sea salt.

In a separate bowl, combine the coconut oil, almond milk, and vanilla extract.

Gradually add the wet ingredients to the dry ingredients and mix until well combined.

Fold in the raisins and chopped walnuts.

Drop spoonfuls of the dough onto a baking sheet lined with parchment paper.

Bake for 12-15 minutes, or until the edges are golden brown.

Allow the cookies to cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely.
