  1. Preheat the oven to 350°F (175°C).
  2. In a mixing bowl, combine almond flour, powdered sugar, and ground cardamom.
  3. Add rosewater and water to the mixture and mix well until it forms a dough.
  4. Take small portions of the dough and shape them into small round balls.
  5. Place the balls on a baking sheet lined with parchment paper.
  6. Press a pistachio onto the top of each ball.
  7. Bake in the preheated oven for about 12-15 minutes or until the edges turn golden brown.
  8. Remove from the oven and let the cookies cool on a wire rack.
  9. Allow the cookies to rest for about 30 minutes before serving.
