Bring a pot of water to a boil and blanch the cipolline onions for 1 minute. Drain and set aside.

In a separate pot, combine the white vinegar, sugar, water, salt, and red pepper flakes. Bring to a boil, stirring until the sugar is dissolved.

Add the blanched cipolline onions to the pot and simmer for 15-20 minutes, or until the onions are tender and the liquid has reduced to a syrupy consistency.

Remove from heat and let cool for a few minutes.

Serve the sweet-and-sour cipolline onions warm or at room temperature, drizzled with olive oil and sprinkled with fresh parsley.
