Heat olive oil in a large pot over medium heat. Add onion, carrot, celery, and garlic. Cook until vegetables are tender, about 5 minutes.

Add red bell pepper, canned beans, vegetable broth, tomato paste, dried oregano, dried basil, salt, and black pepper. Bring to a boil, then reduce heat and simmer for 20 minutes.
