  1. Soak the cellophane noodles in hot water for 5 minutes or until softened. Drain and set aside.
  2. In a wok or large skillet, heat vegetable oil over medium-high heat. Add garlic and ginger, and stir-fry for 1 minute.
  3. Add carrots, bell peppers, snow peas, and mushrooms. Stir-fry for 3-4 minutes or until vegetables are tender-crisp.
  4. Push the vegetables to one side of the wok and add the drained cellophane noodles. Stir-fry for 2 minutes.
  5. Add soy sauce, sesame oil, salt, and black pepper. Stir-fry for another 2 minutes or until the noodles are heated through.
  6. Garnish with sliced green onions and cilantro.
  7. Serve hot and enjoy!
