Preheat the oven to 350°F (175°C).

In a mixing bowl, combine the all-purpose flour, sugar, salt, paprika, and cayenne pepper.

Add the butter and milk to the dry ingredients and mix until a dough forms.

Use a cookie cutter to cut out desired shapes and place them on a baking sheet.
