Cook the noodles according to the package instructions. Drain and rinse with cold water.

Julienne the cucumber, carrot, and green onions.

In a small bowl, mix together the garlic, sesame oil, soy sauce, rice vinegar, sugar, salt, and chili oil.

In a large bowl, combine the cooked noodles, julienned vegetables, and the sauce mixture. Toss well to coat.
