  1. Rinse the barley in cold water and drain.
  2. In a large pot, heat olive oil over medium heat.
  3. Add chopped onion and minced garlic, sauté until golden.
  4. Add diced carrot and bell pepper, cook for 5 minutes.
  5. Add barley and stir well.
  6. Pour in vegetable broth and bring to a boil.
  7. Reduce heat, cover, and simmer for 30 minutes or until barley is tender.
  8. Stir in dried apricots, dried cranberries, almonds, parsley, salt, black pepper, cinnamon, and ground cumin.
  9. Cover and let it rest for 5 minutes.
  10. Fluff with a fork before serving.
