Boil the cabbage leaves for 5 minutes until softened. Remove and set aside.

In a separate pan, sauté the onion and garlic until translucent.

Add the rice, tomatoes, parsley, dill, mint, lemon juice, olive oil, salt, and black pepper to the pan. Cook for 5 minutes.

Place a spoonful of the rice mixture onto each cabbage leaf and roll tightly.

Place the stuffed cabbage leaves in a baking dish and pour water over them.

Cover the dish with foil and bake in a preheated oven at 350°F (180°C) for 45 minutes.

Remove the foil and bake for an additional 15 minutes until the cabbage leaves are golden brown.
