  3. Add the rice, tomatoes, parsley, dill, mint, lemon juice, olive oil, salt, and black pepper to the pan. Cook for 5 minutes.
  4. Place a spoonful of the rice mixture onto each cabbage leaf and roll tightly.
  5. Place the stuffed cabbage leaves in a baking dish and pour water over them.
  6. Cover the dish with foil and bake in a preheated oven at 350°F (180°C) for 45 minutes.
  7. Remove the foil and bake for an additional 15 minutes until the cabbage leaves are golden brown.
