  1. Rinse the rice in cold water until the water runs clear.
  2. In a large saucepan, heat the vegetable oil over medium heat.
  3. Add the cumin seeds and cook until they start to sizzle.
  4. Add the chopped onion, garlic, and green chili. Cook until the onion becomes translucent.
  5. Add the rinsed rice to the saucepan and stir to coat the rice with the oil and spices.
  6. Add the water and salt, and bring to a boil.
  7. Reduce the heat to low, cover the saucepan, and let the rice simmer for 15-20 minutes or until all the water is absorbed.
  8. Remove the saucepan from the heat and let the rice rest for 5 minutes.
  9. Fluff the rice with a fork and stir in the cilantro and lime juice.
