  1. In a saucepan, combine the cornstarch, sugar, and water. Stir until the mixture is smooth.
  2. Place the saucepan over medium heat and bring the mixture to a boil, stirring constantly.
  3. Reduce the heat to low and simmer for 30 minutes, stirring occasionally.
  4. Remove the saucepan from the heat and stir in the rose water and orange blossom water.
  5. Pour the mixture into serving bowls and let it cool for 10 minutes.
  6. In a separate pan, toast the pistachios, almonds, cashews, pine nuts, and coconut flakes until lightly golden.
  7. Sprinkle the toasted nuts and coconut flakes over the cooled pudding.
  8. Dust with cinnamon powder.
  9. Refrigerate for at least 1 hour before serving.
