Heat olive oil in a large pot over medium heat.

Add chopped onion, minced garlic, and diced bell pepper to the pot. Sauté until vegetables are tender.

Add black beans, tomatoes, vegetable stock, cocoa powder, chili powder, cumin, cayenne pepper, salt, and black pepper to the pot. Stir well to combine.

Bring the mixture to a boil, then reduce heat and simmer for 20 minutes.

Remove from heat and let the chili rest for 10 minutes.

Serve hot, garnished with cilantro if desired.
