  1. Rinse and sort the black beans. Soak them overnight in water.
  2. Drain the soaked beans and rinse again.
  3. In a large pot, heat olive oil over medium heat. Add onion, green bell pepper, and garlic. Cook until softened.
  4. Add the soaked beans, cumin, oregano, bay leaf, salt, and black pepper to the pot. Stir well.
  5. Add enough water to cover the beans by about 2 inches. Bring to a boil, then reduce heat and simmer for about 1 hour or until the beans are tender.
  6. While the beans are cooking, prepare the white rice according to package instructions.
  7. Once the beans are tender, remove the bay leaf and stir in cilantro and lime juice.
  8. Serve the black beans over the white rice.
