  2. In a wok or large skillet, heat the sesame oil over medium heat. Add the minced garlic and red pepper flakes, and stir-fry for about 30 seconds until fragrant.
  3. Add the blanched green beans to the wok and stir-fry for another 2-3 minutes until they are tender-crisp.
  4. In a small bowl, whisk together the soy sauce, honey, rice vinegar, salt, and black pepper.
  5. Pour the sauce over the green beans and stir-fry for another 1-2 minutes until the beans are evenly coated and the sauce has thickened slightly.
  6. Remove from heat and serve hot.
