Heat vegetable oil in a large skillet or wok over medium heat.

Add onion, bell pepper, and carrot. Stir-fry for 2-3 minutes until slightly softened.

Add cabbage and continue stir-frying for another 3-4 minutes until cabbage is tender-crisp.

In a small bowl, whisk together tomato ketchup, rice vinegar, brown sugar, soy sauce, cornstarch, water, salt, and black pepper.

Pour the sauce mixture over the cabbage and stir to combine.

Add pineapple chunks and cook for an additional 2 minutes.

Remove from heat and let it rest for 5 minutes.
