Heat olive oil in a large pot over medium heat. Add onions and garlic, and sauté until fragrant.

Add carrots and potatoes, and cook for 5 minutes.

Add maitake mushrooms and cook for another 3 minutes.

In a separate bowl, dissolve agar agar in soy milk.

Pour the soy milk mixture into the pot, followed by vegetable broth.

Season with salt and pepper.

Bring the stew to a boil, then reduce heat and simmer for 20 minutes.
