  1. Preheat the oven to 450°F (230°C) and line a baking sheet with foil.
  2. Place the red bell peppers on the baking sheet and roast in the oven for 20 minutes, or until the skins are charred and blistered.
  3. Remove the peppers from the oven and carefully transfer them to a bowl. Cover the bowl with plastic wrap and let the peppers steam for 10 minutes.
  4. After the peppers have steamed, remove the skins, stems, and seeds. Cut the peppers into small pieces.
  5. Heat olive oil in a pan over medium heat. Add minced garlic and red chili flakes. Cook for 1-2 minutes until garlic is fragrant.
  6. Add the roasted red peppers, salt, black pepper, sugar, and white vinegar to the pan. Cook for another 5 minutes, stirring occasionally.
  7. Transfer the mixture to a blender or food processor and blend until smooth.
  8. Taste and adjust seasoning if needed.
