  1. Boil the potatoes, peas, and carrots until tender. Drain and mash them.
  2. Heat oil in a pan and add cumin seeds, green chili, ginger, and garlic. Saute for a minute.
  3. Add chopped onions and cook until golden brown.
  4. Add mashed vegetables, coriander powder, turmeric powder, garam masala powder, and salt. Mix well and cook for 2-3 minutes.
  5. Remove from heat and let the mixture cool.
  6. In a separate bowl, mix all-purpose flour, salt, and water to make a smooth dough.
  7. Divide the dough into small balls and roll each ball into a thin circle.
  8. Cut the circle in half and fold it to form a cone.
  9. Fill the cone with the vegetable mixture and seal the edges.
  10. Heat oil in a deep pan and fry the samosas until golden brown.
  11. Serve hot with chutney or sauce.
