Rinse the basmati rice under cold water until the water runs clear.

In a small bowl, soak the saffron threads in 2 tablespoons of warm water.

In a large saucepan, heat the olive oil over medium heat. Add the chopped onion and minced garlic, and cook until softened.

Add the rinsed rice to the saucepan and stir to coat the grains with the onion and garlic mixture.

Pour in the vegetable broth and saffron water. Season with salt and black pepper.

Bring the mixture to a boil, then reduce the heat to low and cover the saucepan with a lid. Let the rice simmer for about 15-20 minutes, or until the liquid is absorbed and the rice is tender.

Remove the saucepan from the heat and let the rice rest for 5 minutes.
