Place the red bell peppers on a baking sheet and roast in the oven for about 20 minutes, or until the skin is charred.

In a blender or food processor, combine the roasted red peppers, basil leaves, pine nuts, garlic cloves, olive oil, lemon juice, salt, and black pepper. Blend until smooth.
