  1. Boil the potatoes until they are soft. Peel and mash them.
  2. In a pan, heat 1 tablespoon of oil and sauté the chopped onion, garlic, ginger, and green chili until golden brown.
  3. Add the peas and cook for a few minutes until they are tender.
  4. In a mixing bowl, combine the mashed potatoes, cooked peas, sautéed onion mixture, cilantro, turmeric powder, cumin powder, coriander powder, red chili powder, salt, and rice flour. Mix well.
  5. Divide the mixture into equal portions and shape them into patties.
  6. Heat the remaining oil in a pan and fry the patties until they are golden brown on both sides.
  7. Remove the patties from the pan and place them on a paper towel to remove excess oil.
  8. Serve hot with chutney or sauce of your choice.
