Add water, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.

Heat a non-stick pan over medium heat.

Pour 1/4 cup of batter onto the pan and spread it into a circle.

Cook for 2-3 minutes until bubbles form on the surface.

Flip the pancake and cook for another 2-3 minutes until golden brown.
