In a medium bowl, combine chocolate cookie crumbs and melted butter. Press into the bottom of a greased 9x9 inch baking dish.

In a large bowl, beat cream cheese until smooth. Gradually add powdered sugar, peppermint extract, and green food coloring. Beat until well combined.

Fold in whipped topping until mixture is smooth and creamy. Spread over the crust in the baking dish.

In a microwave-safe bowl, combine chocolate chips and vegetable oil. Microwave in 30-second intervals, stirring after each, until chocolate is melted and smooth.
