  1. Heat olive oil in a pan over medium heat.
  2. Add the garlic cloves and sauté until fragrant.
  3. Add the red bell peppers and cook until softened.
  4. Add the tomatoes, paprika, cayenne pepper, salt, and sugar.
  5. Reduce the heat and simmer for 30 minutes, stirring occasionally.
  6. Remove from heat and let cool.
  7. Transfer to a blender or food processor and blend until smooth.
  8. Serve chilled or at room temperature.
