Cook the noodles according to package instructions. Drain and rinse with cold water.

Julienne the cucumber, carrot, and radish. Slice the spring onions.

In a small bowl, mix together the garlic, soy sauce, rice vinegar, sugar, sesame oil, chili oil, and salt to make the dressing.

In a large bowl, combine the cooked noodles, julienned vegetables, and dressing. Toss well to coat.

Cover the bowl and refrigerate for at least 30 minutes to allow the flavors to meld.
