  3. Add the onion, bell pepper, celery, and garlic. Cook until softened.
  4. Add the black-eyed peas, bay leaf, thyme, smoked paprika, cayenne pepper, and vegetable broth. Bring to a boil.
  5. Reduce heat, cover, and simmer for 30 minutes.
  6. Add the rice, salt, and black pepper. Cover and simmer for another 15 minutes, or until the rice is cooked.
  7. Remove from heat and let it rest for 10 minutes.
  8. Serve hot, garnished with chopped green onion and parsley.
