  1. Preheat the oven to 400°F (200°C).
  2. In a large bowl, whisk together the flour, baking powder, and salt.
  3. Cut the cold butter into small pieces and add it to the flour mixture. Use your fingers or a pastry cutter to cut the butter into the flour until it resembles coarse crumbs.
  4. Stir in the fresh herbs.
  5. Gradually add the milk and mix until the dough comes together.
  6. Transfer the dough to a lightly floured surface and knead it a few times until it is smooth.
  7. Roll out the dough into a circle about 1/2 inch thick.
  8. Use a round cookie cutter or a glass to cut out small rounds from the dough.
  9. Place the rounds on a baking sheet lined with parchment paper.
  10. Brush the tops of the rounds with the beaten egg and sprinkle with garlic powder and Parmesan cheese.
  11. Bake for 12-15 minutes, or until the wreaths are golden brown.
  12. Remove from the oven and let them cool slightly before serving.
