Rinse the black-eyed peas and soak them overnight.

In a large pot, sauté the onion, bell pepper, celery, and garlic until softened.

Drain the soaked black-eyed peas and add them to the pot.

Add vegetable broth, bay leaf, thyme, smoked paprika, salt, and black pepper.

Bring to a boil, then reduce heat and simmer for 30 minutes or until the peas are tender.

Cook the rice separately according to package instructions.

Once the black-eyed peas are cooked, remove the bay leaf and stir in the cooked rice.

Add chopped green onions, fresh parsley, and lemon juice.

Let the flavors meld for 10 minutes before serving.
