In a large pot, bring water to a boil and blanch the cabbage leaves for 2 minutes. Drain and set aside.

In a separate pot, cook the quinoa according to package instructions.

In a skillet, heat olive oil over medium heat. Add chopped onion and minced garlic, and sauté until translucent.

Add cooked quinoa, black beans, tomato sauce, dried oregano, salt, and pepper to the skillet. Stir well to combine.

Place a spoonful of the quinoa mixture onto each cabbage leaf and roll tightly.

Arrange the cabbage rolls in a baking dish and pour any remaining tomato sauce over them.

Cover the dish with foil and bake for 30 minutes.

Remove the foil and bake for an additional 15 minutes, or until the cabbage rolls are tender.
