In a large bowl, combine moong bean sprouts, all-purpose flour, water, egg, scallions, carrot, garlic cloves, soy sauce, sesame oil, salt, and black pepper.

Heat vegetable oil in a non-stick pan over medium heat.

Spoon the batter onto the pan and spread it into a thin pancake.
