In a large bowl, whisk together the whole wheat flour, baking powder, salt, and cinnamon.

In a separate bowl, mix together the almond milk, maple syrup, vanilla extract, coconut oil, coconut sugar, ground flaxseed, and water.

Pour the wet ingredients into the dry ingredients and stir until well combined.

Roll the dough into small balls and place them on a baking sheet lined with parchment paper.
