In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water and mix until a smooth batter forms.

Heat a non-stick skillet over medium heat and brush with vegetable oil.

Pour a ladleful of the batter onto the skillet and spread it evenly to form a thin pancake.

Sprinkle chopped green onions on top of the pancake.

Cook for 2-3 minutes until the bottom is golden brown, then flip and cook the other side for another 2-3 minutes.

Repeat with the remaining batter and green onions.
