  1. Prepare the filling by cutting the carrot, bell pepper, and tofu into small pieces.
  2. Heat vegetable oil in a pan and sauté garlic and ginger until fragrant.
  3. Add the carrot, bell pepper, and bean sprouts to the pan and stir-fry for a few minutes.
  4. Crumble the tofu into the pan and mix well with the vegetables.
  5. In a separate bowl, mix soy sauce, sesame oil, cornstarch, and water to make a sauce.
  6. Pour the sauce into the pan and stir-fry until the filling is coated and heated through.
  7. Season with salt and black pepper.
  8. Take a Chinese cabbage leaf, spoon some filling onto it, and wrap it tightly.
  9. Repeat with the remaining cabbage leaves and filling.
  10. Serve the Chinese cabbage wraps as a healthy and delicious appetizer.
