Preheat the oven to 350°F (175°C). In a mixing bowl, combine the all-purpose flour, granulated sugar, brown sugar, baking powder, Chinese five-spice powder, and salt.

Add the vegetable oil, vanilla extract, and almond milk to the dry ingredients. Mix until well combined.

Roll the dough into small balls and place them on a baking sheet lined with parchment paper.
