  2. In a large pot, heat vegetable oil over medium heat. Add the sliced onion and cook until golden brown.
  3. Add the garlic, ginger, cinnamon stick, cardamom pods, cloves, and bay leaf to the pot. Cook for 1-2 minutes until fragrant.
  4. Drain the soaked rice and add it to the pot. Stir well to coat the rice with the spices.
  5. Add the chicken or vegetable stock, turmeric powder, garam masala, and salt to the pot. Stir gently.
  6. Bring the mixture to a boil, then reduce the heat to low. Cover the pot and let the rice simmer for 15-20 minutes until cooked.
  7. In a small saucepan, heat water and add saffron. Let it steep for a few minutes.
  8. In a separate pan, heat vegetable oil and fry the cashews and raisins until golden brown.
  9. Once the rice is cooked, fluff it with a fork and drizzle the saffron water over the rice. Mix gently.
  10. Serve the Bokhari Rice garnished with fried cashews and raisins.
