Rinse the black beans and barley.

In a large pot, add the black beans, barley, onion, garlic, bell pepper, tomato, and jalapeno.

Add cumin powder, paprika, cayenne pepper, vegetable stock, lime juice, cilantro, salt, and black pepper.

Stir well and bring to a boil.

Reduce the heat to low and simmer for 45 minutes.

Remove from heat and let it rest for 10 minutes.
