Heat olive oil in a large pot over medium heat. Add chopped onion, minced garlic, and diced bell pepper. Saute until vegetables are softened.

Rinse and drain the black beans. Add them to the pot along with the diced tomatoes, vegetable broth, chili powder, cumin, paprika, salt, and black pepper.

Bring the soup to a boil, then reduce heat to low. Cover and simmer for 25-30 minutes.

Remove from heat and let the soup rest for 5 minutes.

Serve hot, garnished with fresh cilantro.
