Heat oil in a large pot over medium heat. Add onion, garlic, and bell pepper. Cook until softened.

Add chili powder, cumin, paprika, oregano, salt, and black pepper. Stir to coat the vegetables.

Add black beans, diced tomatoes, tomato paste, and vegetable broth. Bring to a boil, then reduce heat and simmer for 30 minutes.
