Pulse until well combined but still slightly chunky. Transfer the mixture to a bowl and stir in olive oil, lemon juice, and flour. Mix until the mixture holds together. Shape the mixture into small patties and place them on a baking sheet lined with parchment paper. Bake for 20-25 minutes, flipping halfway through, until the falafels are golden brown and crispy. Remove from the oven and let them rest for 10 minutes before serving. Serve the baked chickpea falafels with your favorite sauce or in a pita bread with salad and tahini sauce.
