Rinse the rice and peas separately.

In a large pot, bring water to a boil and add the peas. Cook for 10 minutes, then drain.

In the same pot, heat some oil and sauté the onion, bell pepper, garlic, and thyme until fragrant.

Add the rice, coconut milk, water, salt, black pepper, scotch bonnet pepper, and bay leaves. Stir well.

Bring the mixture to a boil, then reduce the heat to low, cover, and simmer for 20-25 minutes until the rice is cooked and the liquid is absorbed.

Remove the scotch bonnet pepper and bay leaves before serving.

Let the dish rest for 10 minutes before fluffing the rice with a fork.
