Preheat the oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.

In a large mixing bowl, combine the flour, sugar, cocoa powder, baking soda, and salt.

Make three wells in the dry ingredients. Pour the oil into one well, vinegar into the second well, and vanilla extract into the third well.

Pour the water over everything and mix until smooth.

Pour the batter into the prepared pan and spread it evenly.

Bake in the preheated oven for 30 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes, then transfer it to a wire rack to cool completely.
