  1. Prepare the rice vermicelli noodles according to the package instructions and set aside.
  2. Julienne the carrot and cucumber into thin strips.
  3. Dip one rice paper sheet into warm water for a few seconds until it softens.
  4. Place the softened rice paper sheet on a clean surface.
  5. Layer a lettuce leaf, a small handful of rice vermicelli noodles, carrot and cucumber strips, mint leaves, cilantro leaves, and cooked shrimp in the center of the rice paper sheet.
  6. Fold the sides of the rice paper sheet over the filling and roll tightly to form a roll.
  7. Repeat with the remaining ingredients.
  8. In a small bowl, whisk together peanut butter, soy sauce, lime juice, water, minced garlic, and chopped red chili pepper to make the dipping sauce.
  9. Serve the rice paper rolls with the dipping sauce and crushed peanuts on top.
